The designer was actually a guest professor at my college. He never went into details, but I'd be willing to assume:
a) no money
b) didn't fit a broad enough market
c) didn't want to encroach on the upcoming charger. (this concept is pretty big, those wheels are 23")
d) typical Chrysler bad decision making

Looks like a fantastically sexy car designed by Mazda or Bugatti. Then Chrysler took over and said fuck off to everyone, used a crowbar, removed all lights and grills and badges, and then went in the lovely Chrysler parts bin. There they found a ugly futuristic grille no designer wanted on their car, stole a pair of headlamps/taillights from R&D, and went in the badges bin to get some dodge futuristic logo style to slap on the ass and front. That's what they did.
